近年来，多媒体通信技术发展迅速，各个标准化组织不断制定出新的通信标准，根据ITU-T在1995年11月分布的H.324建议及一系列相关标准，描述了工作于公共交换电话网上的低比特率多媒体通信终瑞。由于采用了较新的视频编解码（H.263）和其它音频，复用等标准。使H.324终端具有更好的视频效果，因此可提供更灵活，优质的服务。

In recent years, multimedia communication technologies have been growing at a dazzing speed.Meanwhile, each telecommunication standardization organization issued new communication standards regularly. According to the draft H.324 and a series of related recommedations, which were issued by ITU-T in November 1995, this paper described the low bit rate multimedia telephone terminal operating over the General Switched Telephone Network (GSTN). By using new Video CODEC standard and other Audio、Multiplex standards, the H.324 terminal will achieve better video quality and will provide more flexible, advantageous services in a narrow band channel.
